From a New York historian: Howard Clayton Weller, a civil engineer, surveyor and realtor, developed a community called Eagle Bay in Old Forge, New York, in the early 1900s and went on to Florida in 1925 and 1926 to develop a town in Walton County called "Forest Highlands." Here is a 1925 article on this project: Weller apparently also owned land in Valparaiso. He died in Pensacola in 1943: Weller left $200 to Charles C. Scheck of DeFuniak Springs. It appears that Forest Highlands was along what is now Highway 285, a bit south of its intersection with I-10. He and his wife had a "winter home" in Mossy Head in 1926.
